As long as your stroller fits within the size guidelines for Disney, it will be permitted on the Skyliner.
Effective May 1, 2019, Disney put restriction on the size of stroller allowed in the park. Strollers must be no larger than 31 inches wide and 52 inches long. Additionally, stroller wagons were banned.

The real question is if you can simply push your stroller on the Disney Skyliner or if you will have to fold it. This is where it gets tricky.
Disney doesn’t have official guidance about strollers on the Skyliner. It’s been reported that the stroller size allowed in the Skyliner is 30 inches wide and 50 inches long.
So the size of strollers that fit on the Skyliner is actually smaller than the size of strollers permitted in the park (by 1 inch in width and 2 inches in length). However, this does not mean you can’t take the stroller on the Skyliner if it doesn’t meet these dimensions – you will just have to fold it.
However, it’s also been reported that Disney-goers have been asked to fold down their side-by-side double stroller before going on the Skyliner. This has been true even if it fell within the 20 X 50 dimensions as mentioned above.
It seems like there is a lack of consistency in how strollers are treated on the Disney Skyliner. If you have a single stroller, you will most likely have no issues pushing your stroller right on the Skyliner. However, if you have a double stroller, you may be asked to fold it. With the Skyliner being relatively new, Disney will likely work out the kinks with how strollers are treated.
Bottom-Line:
1. All strollers meeting Disney’s size requirement (31″x 52″) can be brought on the Skyliner.
2. If your stroller is greater than 30″x 50, you MUST fold your stroller to ride the Disney Skyliner.
3. If you have a double stroller less than 30″ x 50″, you still MAY be asked to fold your stroller before riding the Disney Skyliner.
